I think you are trying to design a pick to light system.
So you want 20 individually controlled LED's that light to show the user which product to pick. For the motion sensor is this when there is a person detected i.e. 1 sensor or when a product has been picked i.e. 20 sensors?
Worst case, you need 20-25 inputs and a similar amount of outputs on a controller this would allow for on and off as well as an additional indicator if there is an error or assistance os required.
You don't state if this is an industrial application, assuming this is, you would need a small PLC (FX3U or similar), power supply, LED indicators (powered, error etc.), pushbuttons. On/ Off and reset and the motion sensors as well as a small cabinet to house the PLC, indicators and pushbuttons etc and conduit and small housings for the pick LEDs
What distance do you require the cables to be, i.e. between LED's I presume a daisy chain arrangement would be ideal with a common power connection.
Also what is the motion sensor detecting, is this required at each LED/Shelf?
