Rotate Tool "failed to revolve as set of surfaces".

The rotate tool is driving me nuts. Sometimes it works, most of the time it does not with various error messages. I can do the same thing over and over and then it may work so I can't figure out what I am doing wrong. Anybody know what the issue may be?

edit: I think I figured it out by double clicking the line that I wanted it to rotate with. I always seem to figure it out after I post the question.

edit 2: Now I try a new project and get the same error. I need to take a day off. I can even watch a video and see other people having slight issues but they always get it to work. I either get "objects cannot be moved" or "failed to revolve as set of surfaces error".

Edit 3: So I go back and select the object first before going to the pull tool and it works. Slapping my forehead now...
