NC Drill compatibility with GC-Prevue

I us GC-Prevue to check my design output files. The size of the copper layers and resists and paste layers all seem to be fine on the screen but the NC drills layer is always much bigger. My manufacturer  rejected my files last time I sent them although I managed to persuade them to scale the drill placements to register with the rest of the design at their end but obviously I need a solution. In designspark output settings the scale of all layers is set to 1.0 and units to mm. I have tried varying the number of output integers and decimal places in the Designspark output settings according to the recommendations in the posting by Wang Meng but this did not fix it. Has anyone else had this problem or have I missed something in the settings?
