LicenceSpring exception etc

Morning, I restored a complete backup from my old (now defunct) laptop to a new laptop. DSPCB will not start and I get a message shown in the attachement below. Can anyone help please. (DSPCB still works perfectly on my main PC).                                                                       Thanks in advance
