Making connections to powerplanes


I can make single and double sides boards OK, including copper pour. Now I want to make a 4-layer board, with the 2 inner layers being  ground and +V power planes, but try as I might am unable to connect any track or via to these power planes. Presumably any electrical connection to these inner power planes must be made by way of a via. However, when I create via, it never makes connection to the inner powr planes, but instead a circle of copper is removed around the via so that it does NOT connect to the power plane. Likewise, when I lay a track on an inner power plane layer, the copper is removed from around the track so that it does not connect to the power plane. So how doers one make an electrical connection to an inner power plane on a 4-layer board?
