Where is the Dimension tool in DSM v.6?

I've used the Dimension tool in the past, but now I can't find it in DSM 6.02. Will someone please tell me where to look?

Some posts say it's not on the Design tab, but on the Detail tab. I don't see a Detail tab on my DSB -- it shows only File, Design, Display, Measure Help/Resources.

What am I missing? Thanks.
