Pmod232 Pinout

I'm trying to connect the Pmod RS232 module RS Code (134-6444) to the Pmod HAT for Raspberry RS Code (144-8419) . The communication doesn't work, but I tried to do some test with two boards, and I think it should be something that wrong in the pinout of the connectors.

The connector JC (which is the one designed for the UART transmission) of the Pmod HAT has this pinout 1:CTS, 2:TXD, 3:RXD, 4:RTS (I also checked this with a simple tester). But the connector J1 of the Pmod RS 232 has this pinout: 1:CTS, 2:RTS, 3:TXD, 4:RXD....

So the pinout does not match. Is this normal?

I think there's something wrong. Then I decided to assemble a “converter board” to change the pinout, and the UART communication works.

Have I found an engineering mistake? If so, please, send to me a free Pmod kit, thanks J
