PCB Routing keepout zones

 Hi,

Four layer board,  one power plane layer (layer 3 gnd).

I pour copper (polygon) around relay footprint ( on layer 1,2,and 4. and check keep out option for each poly on each layer. The goal is to prevent auto routing from laying traces near the high voltage relay pads which are on all four layers.

The keep out areas work in some areas but not others, it fails mainly on layer 2 running traces right through the keep out poly.

Is there additional settings required for the keep out to work properly?
