Recomended PLC/Microcontroller For Lighting Control

Hi, I have used the Mikroelektronica Mikromedia and Visual TFT software for a few projects over the past couple of years. I have also used the MikroBasic complier. I found the complier very good but the Visual TFT software very hard work. I am not a programmer by trade, I design electrical control panels for a living. 

I am looking to fit new lighting in our industrial unit, I was planning on making them Smart, so using PIR's and relays we could set lighting ON/OFF delays depending on the daylight available and the time of day etc.

I was after some advice on an easy to program Microcontroller, PLC or Rasberry PI type device for this application. A very easy to use GUI for the TFT development would be ideal. I found the Visual TFT software very buggy to work with. I am familiar with the basic concepts of programming but need something easy to use and program. If we can access this over the WIFI network at the unit this would be a bonus. I am trying to avoid spending a lot of time researching or trialling various products and thought you were the best folks to ask!

I am happy to write this up as a case study for LinkedIN or similar, I have read a lot of your articles.
