inaccurate DXF exports fix

I have a shapeoko miling router. It accepts DXF as in input file type but does not export any design. For some time I have wanted to export a single plane from a 3D design in DesignSpark Mech. to the shapeoko software that prepares a 2.5d file to actually drive the machine. It sort of "partly" works. Most of the export can be imported but some circular items are misplaced horizontally and nothing seems to fix this.
DSM did email me 18 months ago to say they would fix such DXF export problems but even using V4 it stil remains inncorrect.
I don't mind going through a third party import and save process (which is suggested by the design company) but none of it works so far.
is there a DXF checker or reader out there so I can work out what is going wrong, or does anyone have any suggestions to fix this?

I suspect it is a 3D to 2D translation error of some sort, but what?
