Is soldermask (resist?) on the SMT top layer automatic?

Hi Forum,

In working with individual pads, I noticed in the layer list there is no soldermask (resist?) for the top SMT layer. Is the soldermask layer on the TOP, where the SMT parts are, generated automatically in a later PCB step?

I also noticed that in the downloaded parts there is also no top soldermask layer. There IS a soldermask layer, but it is on the bottom of the board. Not of much use if the SMT parts are on the top?

Is this bottom layer soldermask there to change layer to the top if I want it? Why would any PCB be made without soldermask on the top of the board where the SMT parts are?
