Changing scale ratio from 1:1 to 1:87

Is there a way to change an objects scale from one ratio to another? 

Lets say I'm drawing something to full size, but I would like to sale it down when finished to a ratio of 1/48 or 1/87 scale then export to STL. Is there a way to do that?
