ADC Input Voltage range with respect to discernible voltage resolution

Hi, 

I have a voltage measurement dilemma in choosing an ADC for a voltage measurement system. 

The voltage I'm measuring is +-15V where I need to resolve to the nearest 0.2mV. 

Should I choose an ADC with +-10V input or will I get away with using an ADC with +-1V input, attenuating the input signal as needed to meet the input range of the ADC. 

I'm concerned if I use the lower +-1V input, the discernible voltages would be 13uV rather than 200uV (0.2mV) which is closer to noise problems in my book.
