Adding Dimensions is grayed out

As the Title mentions, I would like to add Dimensions to my PCB layout, but the option to add the 4 different dimensions are grayed out.  Also on the Add menu, many other options are grayed out such as Cutout, Merge, Spiral.

Is this because these are paid options to add on.  It looks like I am using Designspark Explorer.  Is there a paid version that adds these or am I just missing something very simple here.
