how to directly change the length of a side of an object after the fact

When I create a 3D object and say the dimensions are 8.12 x 9.13 x 12

when I FIRST create the object and hit space bar I get a small panel that I can type in the exact dimension, tab to the next small panel to do the next side and then hit enter

Once I've done that I would assume there is a way for me to do something and get the SAME panel and type in a NEW dimension (not an offset but the actual dimension).  I cannot find a way to do that...HELP

I have watched the video tutorials but no matter what I do, when I do the pull, and input a number its ONLY a delta not the length of the side ...i dont know if there is some setting i have to adjust ?

i FINALLY figured it out ...when you get the STAR next to the number, you cannot just type over the number, you have to CLICK on the STAR to get the entry box, then when you enter a new number into the entry box it DOES change. thanks tim

You will need to create a new Annotation plane on the side that you want to dimension. Press Escape key. Select the face where you want to put the dimension. Select Dimension tool. A new Annotation plane will be created.

You could also use the 'Move' tool with the 'Ruler' option.
Drag the cursor to the point you want to measure off.
Type in new value.

Dimension your drawing.
Use the 'Move' tool to select the end you want to move.
Pick the correct 'Direction Arrow'.
A series of (*) stars will appear next to each dimension.
Pick the one you want to change and type in new value.

@JACANT I followed this and it allowed me to change the number but it didn't really change the dimension see video https://youtu.be/f22u3j2lgpk

@JACANT So I try and do the dimensions and it will NOT allow me to dimension all 3 sides.... 2 are ok but the 3rd side is different - see video
